IPARD Managing Authority

Mission and vision

The mission of the IPARD Managing Authority is to use its professional capacities, together with the financial resources of the European Union and the national budget intended for agriculture and rural development, to improve the conditions for a better quality of life in the countryside and the well-being of the rural population, taking into account all aspects of sustainable development.

IPARD Managing Authority

In accordance with the Sectoral Agreement between the Government of the Republic of Serbia and the European Commission setting out Provisions for the Management and Implementation of Union Financial Assistance to Serbia under the Rural Development Programme of the Instrument for Pre-Accession Assistance (IPARD), the IPARD Managing Authority, as part of the operational structure, is responsible for preparation and implementation of the IPARD Programme.

The IPARD Managing Authority prepares the IPARD Programme and all its amendments, controls and verifies measures within the IPARD Programme, selects measures within each Call for submission of applications within the Programme, defines the eligibility conditions and the financial allocation per measures, per call and ensures that the appropriate national legal basis for IPARD Programme implementation is in place and updated. The IPARD Managing Authority is responsible for ensuring that relevant authorities are informed about need to perform administrative changes, when such changes are requested following a decision be the Commission to amend the IPARD Programme. The IPARD Managing Authority performs tasks related to the establishment of a monitoring, evaluation and reporting system for the IPARD Programme implementation.

Also, the IPARD Managing Authority is responsible for informing the potential recipients about the opportunities offered by the IPARD Programme and the transfer of knowledge to all stakeholders.

By the Decree on the management of the European Union pre-accession assistance programmes under the Instrument for Pre-Accession Assistance (IPA III) for the period 2021-2027, the Department for Management of IPARD Programme was appointed to perform the functions of the IPARD Managing Authority.

The IPARD Managing Authority contains the following internal organisational units:

  • Group for Programming of IPARD Measures for Competitiveness Improvement, Rural Infrastructure and LEADER Approach;
  • Group for Programming of IPARD Measure for Improvement Quality of Life in Rural Areas;
  • Group for Monitoring, Evaluation and Reporting of IPARD Programme;
  • Group for Technical Assistance and IPARD Programme Promotion.

Jasmina Miljković, Magister of Biotechnical Sciences, since 2018 is a Head of the Department for Management of IPARD Programme within the Ministry of Agriculture, Forestry and Water Management, designated as the IPARD Managing Authority within the IPARD Programme Operating Structure, by the Decision of the Government of the Republic of Serbia. She has many years of work experience in the Ministry of Agriculture, Forestry and Water Management within the field of international cooperation, particularly in the field of European integration for Negotiating Chapter 11 – Agriculture and Rural Development. In the period 1999 – 2003, she worked as an assistant in the subject Genetics at the University of Belgrade, Faculty of Agriculture, Zemun. During 2011, she completed the basic diplomatic-consular training programme at the “Koča Popović” diplomatic academy. She also coordinated performances of Serbian companies as part of the national stand at international fairs around the world. Speaks English. Married and the mother of two children.
